The NOC serves in a transitional capacity under Article XII. The National Congressional Assembly and subsequent elected structures are described in the draft Constitution.

Membership is open to eligible Liberian citizens aged 18 and above, including those in the diaspora, subject to the requirements in the draft Constitution.
The draft Constitution sets minimum annual dues at US$3. An enquiry is not a completed membership application.
